As the Co-Founder and Managing Partner of the firm, Judy Heleine leads CES across all service division lines, and is a principal contact for its wide array of private, commercial, industrial and public clientele. Her 30 years of in-depth experience as Environmental Division Manager and Project Manager for professional engineering consulting firms has focused on the investigation, remediation and reporting of special waste and hazardous waste sites. She is experienced in the preparation of comprehensive bid specifications, budgeting, and construction management, having a strong background in environmental drilling and sampling methodology, monitoring well installation, field instrumentation, and the analytical interpretation of petroleum hydrocarbon, chlorinated solvent, heavy metal and priority pollutant contaminants. Judy Heleine has also served as the environmental compliance manager for industrial facilities, and as the environmental liaison for industrial plant decommissioning projects in multiple states.
On the basis of her training, experience and successful passage of a comprehensive written examination, Judy has been certified as a Registered Environmental Manager by the National Registry of Environmental Professionals (NREP) since 1993.

Chuck Heleine has more than 44 years of engineering and management experience, encompassing a wide range of civil, environmental, geotechnical and facilities engineering projects. His design, construction and project management experience includes commercial buildings, industrial complexes, single and multi-family residential developments, electronic equipment environments, regional shopping centers, airports, interstate highways, local roads, waste water systems and water distribution systems. Since 1990, he has been responsible for environmental site characterization and remediation of soil and ground water contamination at many underground storage tank and hazardous waste sites. Mr. Heleine is experienced in both the preparation of plans and specifications and field supervision for the installation of above ground and underground storage tank systems. He has been a project manager for large-scale asbestos projects, and has performed indoor air quality, lead-based paint and asbestos surveys in commercial, institutional, industrial and residential buildings. As an environmental department manager and engineer, he developed programs related to collection and reporting of field and analytical data, and was responsible for compliance with state and federal regulatory requirements and industry guidelines.
A Co-Founder of CES in 2000, Mr. Heleine has been licensed as a Professional Engineer since 1981, and was first certified as a Registered Environmental Property Assessor in 1993.
