Under contract with the project’s construction administrator, Gavel & Dorn Engineering, for the expansion of the City of Shelby Water Treatment Plant, CES environmental staff provided extensive environmental consulting services, including soil field screening and sampling of contaminated soils discovered during the removal of unregistered and undocumented underground storage tanks (USTs) encountered during subsurface construction related activities, and during the excavation and removal for offsite disposal of 536-tons of contaminated soils.  Subsequent assessment and monitoring activities included the installation and sampling of groundwater monitoring well(s), laboratory analytical services, environmental receptor reviews, historical record researches, and the preparation and submittal of regulatory reports.  CES also provided local and regulatory notifications for the discovered release conditions, and proposed immediate response actions to remediate contaminated soils to applicable state standards.

Upon completion of assessment, monitoring and remediations activities, a Phase I Limited Site Assessment (LSA) Report was prepared, and submitted to the UST Section of the North Carolina Department of Environmental Quality (NCDEQ), with the City of Shelby Water Resources Division ultimately receiving a No Further Action (NFA) letter.

During future phases of the project, CES provided project management services for lead-based paint surveys, and completed a groundwater pressure assessment by installing three (3) piezometer monitorng wells, and collecting daily depth-to-groundwater measurements to evaluate the subsurface stabiliy of a recently emptied large scale underground potable water storage tank.
