Concord Engineering & Science, Inc. is a professional design firm, whose principals and key personnel possess decades of engineering and project management experience. Established in 2000, the company was founded by Charles ‘Chuck’ Heleine, PE, a University of Illinois-trained civil engineer, and by Judy Heleine, REM, an environmental biologist from the University of Illinois. The integration of a talented and dedicated staff, responsiveness to the unique needs of each client, and extraordinary attention to detail, has enabled the firm to quickly establish a reputation for excellence.

Rapid growth and the addition of key personnel allowed the principals to establish a second office in North Carolina in 2002, operating as CES Group, Inc.

The firm has provided professional consulting engineering services to municipalities, state government agencies, builders, developers, architects, engineers, financial institutions, attorneys, and owners of commercial, industrial, institutional, residential, and landfill facilities. Our experienced staff of civil and environmental engineers, geologists, hydrologists, scientists and technicians stands ready to provide the technical expertise and management skills needed to successfully complete projects of wide-ranging scope and complexity. In collaboration with complementary service providers, such as land surveyors and environmental laboratories, CES offers its clients complete turnkey service on a wide variety of project types.

CES is organized into two practice divisions, Civil Engineering and Environmental Services, with each of those divisions operating from offices in two geographic regions.

The firm’s Bloomington, Illinois office provides civil engineering services in central Illinois, and environmental services throughout much of the Midwest, with national capability on selected types of environmental projects. The Denver, North Carolina (Metro Charlotte) office provides civil engineering services for central and western North Carolina projects, and environmental services throughout much of the southeastern United States and beyond.

The Illinois and North Carolina offices are both part of a single corporate entity. Concord Engineering & Science, Inc. is an Illinois corporation, operating in North Carolina as CES Group, Inc.
